We used to make mistakes...
The problem, or maybe the interesting thing, about English is that almost every statement you make about it is wrong as there is an exception.

we talk about used to and explain that Used to with the infinitive means an action you did (repeatedly) in the past. (Or a state, in which case it can’t be replaced by would but let’s still leave that for another post).
Now here's the problem. If we talk about water cannons and tear gas (which we do a lot) then we can say that, "They are used to keep the peace" or "They are used to restore order to the streets" or even "They are used to stop people exercising their democratic right to protest"
Now here, we’re using used to with the infinitive but used to here is not the same as the other "used to".
Here, Used is the past participle of the verb "to use" and it is the Passive Voice.
Nothing wrong with that. But a bit odd, nonetheless.
